一、项目简介
为促进法中科技合作与交流，由法兰西科学院发起的“法中科学及应
用基金会”（FFCSA），目的是资助双方优秀博士后青年学者到对方的
研究机构或大学从事博士后研究，推动中法两国相关实验室之间的合
作。

二、选派计划
（一）选派专业：具体选派学科和项目安排参见（附件一）。
（二）选派类别及规模
国家留学基金管理委员会与法兰西科学院关于法中科学及应用基金会
达成协议，2007年度将选派23名奖学金生到法国大学实验室或研究单位
从事博士后研究。

三、申请人条件
（一）申请时为中国内地居住的永久中国公民；正在国外工作或学习
者不得申请学成后必须返回中国；
（二）申请者应该于2006年12月份前获得博士学位，且获得博士学
位的时间不 能超过6年，年龄在35岁以下。
（三）英语水平符合外方要求。

四、申请材料（一式五份，原件一份，复印件四份）及申请方式
（一）申请人请登陆“留学基金委网上报名系统”完成网上报名。
（“网上报名系统”网址：http://apply.csc.edu.cn）申请人网上报名
后，请打印申请表并经本人签字; 单位推荐意见表须由申请人所在单位留
学主管部门填写，由负责人签字并加盖单位公章。
PG电子平台申报人单位推荐意见表须由申请人所在院系填写，由院系负责人签字
并加盖院系公章，而后于12月6日前连同申请表一起上报集团国际交流合
作处，经国际交流合作处审核同意、加盖学校公章后才可提交国家留学基
金委。

申请人应按照国家留学基金管理委员会在国家留学网上公布的申请人
条件，在规定的截止日期内将申请材料（一式五份）提交国家留学基金管
理委员会项目合作与咨询部。根据国家公派出国留学工作的有关规定,申
请人应先交纳报名评审费500元人民币，届时请将此项费用汇至如下地

五、评审与录取派出
作为国家留学基金委与FFCSA联合奖学金，本项目推荐选拔工作采
取差额遴选的方法，以体现选拔工作的公正性和竞争性。中法双方将共同
评审，以确定最终录取人员。经评审，正式录取的留学人员将按照国家公
派留学人员选派办法的规定，与国家留学基金管理委员会办理签订《资助
出国留学协议书》、交存保证金、交纳国际交流服务费以及其他有关手
续。留学人员在规定的留学期间国内有关待遇按国家公派留学人员的有关
规定办理。
经批准录取的留学人员将于每年9、10月份前后派出。
根据国家有关政策，以上人员一经录取，其同时申请的其他国家公派
出国留学奖学金资格自动取消；如本人选择其他国家公派出国留学奖学金
项目或不按期办理派出手续，则本项目奖学金资格自动取消。

六、项目流程时间表
12月9日 报名截止
次年1月初 国家留学基金管理委员会将对申请人材料进行初评并把
通过初评的申请人员材料向法方推荐。
次年1月中旬 法中基金会代表来华，对候选人进行面试并对所有申
请人进行名次排序。
次年2月底 法中基金会将最终确定奖学金名单并通知国家留学基金
管理委员会。国家留学基金管理委员会确认名单后将通知录取人员参加国
内法语强化培训
3月到7月 录取人员国内法语强化培训阶段
7月 国家留学基金管理委员会向录取人员下发录取函，录取人员办
理派出手续
9、10月 录取人员抵达法国

七、留学期限及费用安排
该奖学金的资助期限为12至18个月。国家留学基金负担一次性往返
国际旅费及国内法语培训费；留学人员在外生活费为每月2300欧元，由
国家留学基金及法中科学与应用基金会共同负担。法中科学及应用基金会
还将负担留学人员在法国境内所需的交通费及医疗保险。

POST-DOCTORAL FELLOWSHIPS OFFERED

PROMOTION 2007
(18 months exceptionally 12 months)

Call for candidates: September 26 th, 2006.

FFCSA’s Fellowships are awarded for 18 months
exceptionally 12 months.
They are exclusively aimed at candidates living in mainland
China who wish to come to France. Chinese scholarship
holders currently in France who are seeking to extend their
stay are not eligible to apply.

Fellowships offered are aimed exclusively at post-doctoral
scholars, who have obtained their Ph.D. before the end of
December 2006 and within the last 6 years and are under 35
years of age.

Selection of candidates is a three-stage process:

1) call for, and short-listing of candidates in China,
under the guidance of CSC and the CAS which selects three
times as many candidates as there are fellowships on offer;

2) interviews in China, in Beijing and another site
whether Shanghai or Wuhan, by an FFCSA expert panel from
France (candidates’ travel costs to the interview locations are
at the candidates’ expense);

3) final decision in France by the FFCSA’s Scientific
Council on the candidates selected and on their host
laboratories in France, with the confirmation of CSC and the
CAS,.

The timetable for the fellowships promotion 2007 award is as
follows:

- September 26 th 2006: Call of proposal publication in
French, English and Chinese of the Fellowships offered for
academic year 2007-2009 (18 months) and exceptionally
2007-2008 (12 months)

- December 9 th 2006: deadline for applications in
China and in France;

- From December 11th 2006 to December 15th 2006:
screening of applications with the guidance of CSC and CAS
and short-listing of candidates;

- From January 8th 2007 to January 13th 2007:
interviews of short-listed candidates in Beijing whether
Shanghai or Wuhan by representatives of the FFCSA’s
Scientific Council and representatives from the CAS and the
CSC; ranking of candidates for each fellowship offered;

- February, 25th 2007: final decision on candidates
selected by the FFCSA’s Scientific Council, with the
confirmation of CSC and the CAS; candidates selected will be
immediately informed and will be required to start learning
French intensively before leaving China ( French training
lessons in charge of the CSC). A fluent knowledge of English
is a pre-requisite for admission.

- March-July 2007 : French training lessons in China

- September- October 2007: arrival in France of
candidates selected.

The international plane fare from China to France and return is
reimbursed in China. The travel cost to provincial France when
necessary will be covered by the FFCSA. The amount of the
